Section I: Convention Time, Location & General Provisions


  1. The procedure for business to come before this Convention shall be in accordance with the constitution of the Republican Party of Nebraska, relevant Nebraska statute, the Nebraska Republican Party’s 16F filing and in accordance with the following rules. Matters not specifically set forth in the Constitution of the Republican Party of Nebraska or in these rules shall be governed by Robert’s Rules of Order Eleventh Edition.  

  2. The date of the convention shall be June 6, 2020

  3. Official Convention proceedings shall commence at 9:30 a.m. Balloting shall occur in accordance with the timeline set forward in Nebraska GOP’s 16F filing at 10:00 a.m. 

  4. Balloting will be conducted electronically using the website 

  5. The order of business shall be determined by the state party chairman and released digitally no less than 24 hours prior to the opening of the convention.  


Section II: Convention Officers


  1. The Chairman shall appoint state convention chairs and co-chairs at his discretion. All other offices and committees shall be appointed by the chairman. 


Section III: Credentials, Delegates & Alternate Eligibility


  1. Only individuals who have been elected as a delegate or alternate to the state convention are eligible to run for national convention delegate or alternate. Nominations for all positions will be submitted to the NEGOP by June 1 at 5:00 p.m.

  2. There shall be a $35 fee assessed to each prospective delegate or alternate to participate in the state convention. That fee is due June 1, 2020 for delegates and June 3, 2020 for alternates. No individual shall appear on the ballot or be granted voting privileges who has not paid this fee. 

  3. When applicable, alternates will be contacted to vote when a registered delegate has failed to register his or her vote within the provided time frame. Called upon alternates will then be given a fifteen minute period in which to register his or her vote. Where applicable. alternates shall be listed numerically in the order submitted by their respective county conventions. The first alternate shall fill the first vacancy, the second the second, etc.     

  4. The state chairman, state committee man and state committee woman shall be seated as voting delegates with full privileges, subject to the same fee, to the convention.

  5. All disputes over eligibility and credentialing shall be decided by the credentials committee. 


Section IV: Ballots & Voting


  1. Each delegate who has met the eligibility requirements shall be entitled to register an individual vote. In the interest of the health and safety of our members and in accord with the waiver granted by the Republican National Committee on April 17, 2020, voting shall be done electronically using the balloting website Special circumstances shall be considered by the balloting committee upon individual request.

  2. Ballots for delegate or alternate to the national convention will be created based on the certified list provided to the Nebraska Republican Party by the Nebraska Secretary of State’s office. Forms were due to the Nebraska Secretary of State by May 4, 2020.

  3. Individuals who wish to have their name removed from the ballot for delegate or alternate to national convention may do so until June 1, 2020. 

  4. The final list of paid delegates and alternates shall be posted to no later than 24 hours in advance of the opening of the convention. 

  5. In accordance with the law set forward by the Nebraska legislature, ties shall be divided by chance. The game of chance shall be high card, aces high. High card shall be administered virtually, on camera, by the chair of the ballot committee, who will select one card for each individual contesting the tie vote. 


Section V: Resolutions & Constitutional Revisions


  1. Resolutions and proposed constitutional revisions shall be taken until June 1, 2020 

  2. Submitted resolutions shall be considered by the resolutions committee and a report shall be made as to the resolutions and revisions to be considered

  3. The report and relevant resolutions will be kept until such time as the state central committee, together with interested delegates or alternates, can meet in person and deliberate over the proposed resolutions and revisions as forwarded by the Resolutions committee.
